Decentralized Wastewater Treatment TechnologyGroup Dr. Bin Fan is a professor in the Research Center for Eco-Environmental Sciences, Chinese Academy of Sciences (CAS). Dr. Fan got his Ph.D. from the China University of Mining & Technology, Beijing in 2000. And From 2000 to 2002, he was engaged in research work in the Department of Environmental Engineering, Tsinghua University as a postdoctor.Thereafter,he entered the Research Center for Eco-Environmental Sciences in 2002, and worked as an associate professor from 2002 to 2012 and as a professor from 2012 to now. Dr. Fan presided the prefectural comprehensive demonstration project of decentralized wastewater treatment in Changshu City, Jiangsu Province from 2009, and made important contributions to the ‘Changshu Model’. He got a GCE award of the Bill & Melinda Gates Foundation in 2011. Now he serves as the vice director of the Northern Research Center for Rural Wastewater treatment technology, Ministry of Housing and Urban-rural Development of China. Pointing at the series bottlenecks of the Chinese rural environment sanitation, the team advanced a general scheme of the management & technology system construction, mainly including the responsibility management, the industry management, the public-private-partnership (PPP) practice of prefectural decentralized wastewater treatment engineering, and the technology and industry development. Pointing at unsustainability of the conventional rural environment sanitation, the team developed key complete equipment and advanced a region-scale resources oriented system technology to synergistically settle the questions of rural domestic wastewater and wastes, livestock manure pollutions and agricultural non-point pollutions. For breaking the long-term operation trouble of decentralized wastewater treatment in China, the team pioneered the prefectural integrated running and supervising mode & technology and developed a technology platform of the information management and online control & supervising. For breaking the trouble of urban decentralized wastewater collection in China, the team Integrated and developed vacuum sewage technology. It also played a key role of sci-tech guiding and supporting in the related advanced technology imports. The abovementioned research achievements were all successfully demonstrated by engineering in Changshu City, Jiangsu Province and now are applying all over the whole prefecture, where the planned total investment of industrialization and application reaches 4 billion RMB. The comprehensive demonstrative practice of Changshu was named as ‘Changshu mode’ by the Ministry of House and Urban-Rural Development and now is spread applied in 100 counties.
